A. Background

What is USAID/OFDA?

The USAID Office of U.S. Foreign Disaster Assistance (USAID/OFDA) is the lead coordinator of U.S. Government responses to disasters in foreign countries. OFDA's mandate is (1) Save lives, (2) Alleviate human suffering, and (3) Reduce the economic and social impact of disasters. As the largest bilateral donor of humanitarian assistance, the U.S. Government has a unique role to play in shaping the nature of the assistance environment.

Through close cooperation with other U.S. Government agencies, bilateral and multilateral donors, host governments and implementing partners, OFDA's activities help maintain good relations and contribute positively to the United States' image abroad.

OFDA/LAC RDAP Training Program

USAID/OFDA, through its Regional Disaster Assistance Program (RDAP), provides technical assistance and training in 27 countries of the Latin America and Caribbean region. The assistance and training focus on the following five areas:

B. Course Overview

Based on the increasing need to address gender and protection as a part of DRR programming in the LAC region, the RDAP seek to develop an online training course that encompasses gender and protection in disaster risk management activities.

Basic Course Concept

There are certain sectors of society that have the most limited access to resources, opportunities, and power and, therefore, are likely to be most vulnerable to the effects of extreme events – they include women, children, frail and elderly people, refugees and internally displaced populations, ethnic minorities, and people with disabilities, among others. These groups have different capacities and resilience considerations, and specific approaches are needed in order to reduce, mitigate, respond and recover from the effects of emergencies, acting before, during and after the events.  The purpose of this course, therefore, is to build awareness of the issues facing these groups in the disaster management cycle and to give guidance on how course participants can create enabling environments for gender and protection in risk management programming.

Course Target Audience

·         Gender and Social Protection experts with interest in DRR

·         DRR program managers in USAID/OFDA LAC partner institutions

·         Community planners involved in DRR

·         First responder institutions & individuals responsible for response and recovery processes

C. Scope of Consultancy

This consultancy will be carried out in two components. Component one (to which this TOR refers) will focus on course content development and component two will focus on transferring the content to an online platform.

This position will lead the development of the following activities:

Component 1: Course Content Design

1.       Review existing literature, tools and training materials on gender and protection in DRR.

2.       Participant in a kick-off planning meeting in San Jose, Costa Rica with key RDAP stakeholders

3.       Inception report detailing methodology, a detailed course outline, timeline for content delivery and approval

4.       Draft of online course content and revisions following feedback

5.       Final online course content designed and developed ready for transferring to an online platform, including a mechanism for evaluating the levels of participant knowledge gained.

Component 2: Online Course Design and Development

·         Review initial online course design and provide feedback

·         Support course pilot process by reviewing and responding to pilot participant feedback as it relates to the technical subject matter

·         Support course finalizing with any technical subject matter revisions required

D. Duration and Timeframe

Component 1: Course Content Design

It is anticipated that this component of the project will take 50 working days to complete over a period of 3.5 months and a proposed timeframe of deliverables is outlined below. Phase one of this consultancy to develop the online course content is scheduled for completion by May 2017.

Component 2: Online Course Design and Development

Component two to translate the course content to an online platform is scheduled for completion by the middle of November 2017. The consultant for phase one will be expected to be available for up to 20 additional days between May and November to provide inputs to component two as required at an agreed time. These inputs will come during the three key phases of the online course development: initial course draft, pilot revision and final approval

E. Required Skills and Experience

Education

  • Advanced degree in education, human rights, international development, social sciences or related field.

Experience

  • Substantive experience (5-8 years) in the field of gender equality and social protection in humanitarian assistance.
  • Proven experience of curriculum design, development and usage of online training programs.
  • Experience of facilitating participatory and interactive capacity building for adults in a multi-cultural setting.

Language

  • Excellent command of Spanish skills are required
  • Professional level proficiency in English will be considered an asset

F. Proposal Submission

Proposals should be submitted to Kelly Whitley (kwhitley@ofda.gov) by December 31, 2016.

Technical proposals should include:

·         Profile of the consultant (max 1 page) explaining why s/he is the most suitable for the work

·         Detailed methodology and conceptual framework with expected deliverables and timelines, man days required (3-5 pages)

·         Recent CV

Financial proposals should include:

A total lump sum amount (including a breakdown of costs for fee, travel, and number of working days).

Payments will be made in installments based upon key outputs, i.e. upon delivery of the services specified in the TOR.

· 25% on submission of the inception report

· 25% on completion of the draft course materials

· 15% on submission of revised course materials

· 35% on completion of online course transition (all of Component 2)

G. Proposal Evaluation Criteria

The proposals will be evaluated based on cost (40 points), consultant experience (40 points), and the project approach and workplan (20 points).
