VIÑA DEL MAR, CHILE - JULY 18TH TO THE 22ND, 2005
The Workshop on Learning Communities had the following objectives:
• Strengthen the horizontal cooperation mechanisms, given the need to consolidate and optimize collaboration channels among authorities on social development of the Hemisphere, in response to the mandates from the III Summit of the Americas and the Special Summit of Nuevo Leon on this matter.
• Exchange experiences among OAS member States, on strategies to combat poverty, especially addressing the most vulnerable communities, and taking as a reference framework the experiences in Chile while providing participants with tools and elements for analysis and reflection on management of policies in their countries.
• Compare and confront the social development policies to combat poverty in the participants' home countries.
• Provide to ols for the design of proposals to evaluate critical transference of the experience in Chile , based on the analysis, comparison and systematization of the knowledge derived from the Workshop.
To start the reflection the Ministry of Planning of Chile has offered a conceptual framework to contextualize the experience of Puente – Chile Solidario. The purpose of this document is to situate the reflection in a common framework that presents predominant trends and projections in the region; to then analyze the Chilean experience in detail.
