This document analyzes the construction of a universal social protection system in El Salvador, both contributory and non-contributory components. This process involves putting in motion a rights-based public policy and by consequences, its universal calling. The document is comprised of six chapters: the historical context of social protection in El Salvador; the country’s structural problems; the Universal Social Protection System (SPSU); the institutional factors and actors, and their conceptual frameworks, practices and strategies; the political process of writing the Social Protection and Development Law (LPDS), and conclusions.
