New data show social safety net significantly reduces poverty

To understand trends in poverty and the effectiveness of anti-poverty programs, you must look beyond the official poverty statistics. The poverty rate is the percentage of people whose income (i.e., their resources available to meet basic needs) falls below a certain threshold (the poverty line). A sound poverty measure should rest on a sound measure of income and basic needs, and the official measure does not.
