The role of social security in societal change in the Americas

Is it necessary for countries to economically grow first, in order to build a stable social security system, or should one not necessarily be prioritized over another? According to the ISSA report, The Americas: Strategic approaches to improve social security, there is evidence that social security systems, when planned out carefully, contribute to the economic and social development of the country - in fact, it is a "key driver" of societal change.

The report provides exemplary cases of social security practices and suggests key issues and challenges in the region, and demonstrates how strategic approaches can be made in the area.
